Housing development continues to reshape communities throughout Silicon Valley as cities work to address housing shortages, expand affordability, and create new mixed-use neighborhoods. This month's update highlights major projects moving forward across the Silicon Valley Peninsula and South Bay.
Redwood City & San Carlos
1304 Middlefield Road, Redwood City
A significant affordable housing project is advancing near downtown Redwood City. The proposed seven-story development will deliver 94 affordable rental units, along with 48 parking spaces, a community room with a kitchen, a computer lab, wellness and multi-purpose spaces, and resident support facilities. The project is designed to serve low-income households and will include a mix of studio, one-bedroom, and two-bedroom apartments.
Status: Approved and entitled. Redwood City recently approved additional funding to help move the project toward construction, with developers pursuing tax credits and other funding sources. Construction is currently anticipated to begin following final financing approvals.

Portola Valley & Woodside
3530 Alpine Road (Portola Terrace)
Representing a major step forward for housing in the Peninsula's more rural foothills, Stanford University's proposed "Portola Terrace" project aims to develop a portion of a 75-acre site along Alpine Road. The clustered development plan features 27 single-family residences designated for Stanford faculty alongside 12 workforce housing units available for below-market-rate rents. The design concentrates the new footprint on the flattest 10.8 acres of the property to preserve the remaining acreage as permanent open space.
Status: Post-Entitlement Review. Following its initial entitlement approval by the Town Council, the project has advanced into the administrative permitting phase. Town staff and consultants are currently reviewing final map adjustments, rough grading plans, and residential building permits to ensure full compliance with local environmental and wildland mitigation standards before groundbreaking can begin.

Menlo Park & Atherton
165 Jefferson Drive (Menlo Flats), Menlo Park
Greystar's Menlo Flats project will transform an existing commercial site into an eight-story mixed-use development featuring 158 multifamily residential units, approximately 13,400 square feet of office space, and 1,600 square feet of ground-floor commercial space. Affordable housing units will also be included as part of the project.
Status: Approved by the Menlo Park Planning Commission in 2022. The environmental review process has been completed, and a building permit application has been submitted, though permits have not yet been issued. City staff continue to review the project through the permitting process.

Palo Alto & Los Altos
3781 El Camino Real, Palo Alto
A major residential development proposed along El Camino Real would replace existing commercial and residential buildings with a seven-story multifamily community containing 183 apartments. Approximately 13% of the homes would be designated as affordable housing for low-income households. Planned amenities include co-working space, a fitness center, rooftop gathering areas, and a podium courtyard.
Status: Approved. Palo Alto recently granted streamlined approval for the project under California housing laws, and the development is moving into final plan review and permitting before construction can begin.

Mountain View & Sunnyvale
881 Castro Street (Castro Commons), Mountain View
Castro Commons is planned as an eight-story mixed-use development at the gateway to downtown Mountain View. The project includes 140 condominium units, approximately 9,744 square feet of ground-floor commercial space, pedestrian paseos, public open space, and two levels of underground parking. Affordable ownership opportunities are also included within the development.
Status: Approved by the Mountain View City Council in April 2026 after several years of planning and community review. The project is expected to move forward into the next phases of implementation and permitting.

Santa Clara & Cupertino
1400 Coleman Avenue, Santa Clara
One of the South Bay's notable for-sale housing projects is planned at 1400 Coleman Avenue. The development will feature 142 solar-powered, all-electric townhome-style residences. Twenty percent of the homes will be reserved for very low-, low-, and moderate-income households, helping expand homeownership opportunities in Santa Clara.
Status: Approved. The project has received city approvals and remains part of Santa Clara's active residential development pipeline as developers advance toward construction.

San Jose
555 South Winchester Boulevard (Winchester Ranch), San Jose
The Winchester Ranch development is among the largest residential projects currently planned in San Jose. The mixed-housing community will include 691 residential units consisting of both apartments and condominiums. The proposal is expected to substantially increase housing supply in the western portion of the city while providing new neighborhood-serving amenities.
Status: Under review and advancing through San Jose's major development process as planning and entitlement work continues.
